Bug Description

Seems that test is failed on VLAN configurations. Since it creates amount of networks that exceeded available range of VLANs per one tenant.

MOS10 is not affected since the fixes https://review.gerrithub.io/#/c/276597 https://review.gerrithub.io/274739 are applicable and used in mos 10 tests.
