Unmaximizing the terminal doesn't restore it to its previous size

Bug Description

I'm using Ubuntu 16.04 (Unity).

To reproduce the bug:

1. Open a terminal window and maximize it.
2. Unmaximize it.

Instead of returning to its previous size, it resizes to occupy the entire screen.

I remember this being an issue in a previous Ubuntu version, but it had been fixed.
