This issue appears to fixed in master in the last week, but need backport to 1.25.

I think these fixes were backported in https://github.com/juju/juju/commit/c0306e583dcd301b0cb6a5d80f3148478bd74484#diff-656a645002d47b12ff1a9acfa7d3f96e

On the 1.25 branch at 912b0ae5f3b I don't get these failures.

But I think I see this is only on windows, which I don't have and can't test on.
