Open libvirt socket on CI slaves

Please open libvirt TCP socket on CI slaves for ci.fuel-infra.org.
It`s needed to allow Ironic testing on fuel-agent.pkgs.ubuntu.review_fuel_agent_ironic_deploy job:

and to avoid errors like this:

Move to critical because it blocked checking fuel-agent gating per each commit in fuel-agent repositories

It's just needs to be deployed on fuelci_slaves.

CI team please schedule when to run Puppet Agent on nodes. We will probably have to do it by disabling small batches of slaves and running Puppet Agent there.
