policy.json file in Configuration Reference - Yaml format Update

For Newton, the content of the page needs to be updated to reflect the change from .JSON to YAML format. A note also needs to be added that specifies environments with .JSON format policy files will still work through a backport.

We need a sample policy.yaml but I couldn't find one in a quick Google.

Also, part of the confusion with this bug is probably that it's an Oslo change. A lot of the docs updates will depend on that change being propagated into projects that use oslo.

found one for Nova https://docs.openstack.org/draft/config-reference/compute/samples/policy.yaml.html - looks already updated there.

To fix the rest of this bug, check all projects to see whether they adopted this, and make changes if so.
Change generic references to policy.json to include both until such time as all use policy. yaml

    Fix policy.json reference format issue

    The patch fix oxford comma issue, capitalizing the first letter
    in bullets, and change the code block format from none to json.
