You may need to run the following from a terminal:

sudo apt-get install -f
sudo apt-get clean
sudo apt-get update

Then re-install the package or updates.

If that does not resolve your issue, please mark the bug as "Confirmed"

Not sure exactly how I got around this, but I think I left all windows open; opened a new terminal; ran apt update again, and that successfully completed which allowed me to close the upgrade window. I rebooted, and the system seems stable.
