We're trying to install Mirantis Kilo (7.0) ... we're seeing this error during fuel server build. Note we also have trouble issuing fuel commands.

Robert, could you please provide a diagnostic snapshot or logs from the fuel node? At least the /var/log/fuel-agent-env-1.log file, it would be helpful.

This can be closed. We were being affected by our proxies; we had to work around the issues the proxies were causing and then used a local mirror install. We remain a little confused over RSYNC and whether that was causing the problem, as standard HTTP protocol is not affected by the proxy environment.
