Progress text even in quiet mode

Bug Description

Operating System : Debian GNU/Linux 7.9 (wheezy)
Package Name : python-apt
Package Version : 0.8.8.2
Architecture : amd64

The display of an installation with python-apt is quite different with apt when the quiet option is set.
This quiet option is very useful when we log into a file because it doesn't display the progress percentage.

python-apt should have the same behaviour than apt, meaning the class "AcquireProgress" in "apt/progress/text.py" file should check and take into consideration the quiet option.

(Sorry for my English, I hope you won't have any problem of understanding)

Yes, that makes sense. Not only for acquire, but also for OpProgress. It's not that high on my todo-list anyway, but I can see that making it somewhat harder for applications to have a quiet mode (although as an easy workaround, they can parse the options themselves and choose to use a base progress class instead).
