[Horizon] Cannot import keypair from creating instance form

ENVIRONMENT: MOS 9.0 ISO 245

STEPS TO REPRODUCE:
1. Create env
2. Deploy env
3. Login to horizon
4. Try create instance
5. In for with keypair click "import keypair"
6. Add correct info to fields
7. Click "Launch Instance"

EXPECTED RESULT:
Instance launched

ACTUAL RESULT:
Screenshot-1 - name of key not exist
Screenshot-2 - cannot create cluster(see error, right-top)

Just rechecked it on MOS 9.0 ISO 253, Instance have been successfully created. See the screenshots below with significant steps.

Confirmed now, upstream bug is https://launchpad.net/bugs/1577820

Patch https://review.openstack.org/#/c/314567/1 backported to stable/mitaka, will wait one week for it to merge, if it doesn't, will cherry-pick it manually to our downstream branch.
