can't create volume backup with ceph

Bug Description

Build:
- mos9.0#253
- Ceph RBD for volumes (Cinder)
- Ceph RadosGW for objects (Swift API)
- Ceph RBD for ephemeral volumes (Nova)
- Ceph RBD for images (Glance)
- 1 node: controller
- 2 nodes: compute + ceph

URL:
- http://172.16.57.68/

steps:
- login as admin
- go to Project -> Volumes
- create a volume with volume source - "Image", image as a source - "TestVM (21.5 MB)", type - "volumes_ceph"
- click drop down menu in column "Actions" for created volume
- click item "Create backup"
- fill backup name and click button "Create Volume Backup"

Expected result:
- Backup is created

Actual result:
- Backup is failed with error "Error: Unable to create volume backup."

After rebooting the cluster it is possible to create Volume Backups again in Horizon. Need more details.

The bug clearly seems to be in a Cinder's domain.

As I found, that there is a cinder bug about that https://bugs.launchpad.net/fuel/+bug/1568803, that after deploy cinder services are down.
But after cluster reboot, they can be up together. Timur, I suppose this bug is duplicate.
