the "Submitting periodic function..." messages floods with partition coordinator enabled

When enable the PartitionCoordinator in aodh-evaluator, the partition coordinator will heartbeat every second, that will cause many following messages in aodh-evaluator.log

    Update the default log levels

    - Add the 'futurist=INFO' to the default log levels to disable the priodic
      debug log messages emitted by futurist.

    - Clean the stevedore log level hooking because they have been included in
      oslo.log config options[1].
