No need for this to be a block-proposed bug, missing/outdated binaries are sufficient to hold up migration.

Also, the only Ubuntu delta in this FTBFS package is a build change; no sense carrying a delta in a FTBFS package in -proposed for something which is only advisory at this point (libmysqlclient_r -> libmysqlclient).
