UI annoyance, panels overextending window space

Bug Description
Inkscape annoyances.
So this is a UI annoyance that I wonder how many people are on the same boat. Basically has to do with the way the vieweables panel work. The way the buttons / text are structured they make it so that is really hard to select them. They overextend the available real estate what makes it really hard to even view which ones are missing.
Apache OpenOffice has also viewable panels and it solve it by just showing the icons make it really easy to know which one is availabe and it replaces them once a new one is selected instead of stack them.

Seems this can be modified on the Preference panel, however there still the issue of the stacked panels which overflow the workspace. having a behavior like set UI would be great for the overal operation of the software.
