Bug Description

When shutting down a amd64 (pc) snappy VM I see the following messages:

ubuntu@localhost:~$ sudo poweroff
[ 574.157997] systemd-shutdown[1]: Too many iterations, giving up.
[ 574.173646] systemd-shutdown[1]: Failed to finalize file systems, loop devices, ignoring
[ 574.257652] reboot: Power down
