chinese character can not input when launcher set in bottom

Bug Description

1 on ubuntu 16.04,i use this command gsettings set com.canonical.Unity.Launcher launcher-position Bottom
2 then set fcitx in pinyin model
3 i want use Unity Dash to search
4 but i can not input chinese character
5 the phenomenon please see the attachment.

This also affects any other language that has a popup for suggestions like japanese using mozc or anthy on ibus or fcitx.

This basically breaks a main part of the experience in Unity.
