Make the +bugs-text view work for people and teams

Users can see a textual list of bugs raised against a target by visiting:

It ought to be possible to view similar lists for people and teams:

    https://bugs.launchpad.net/~<person>/+bugs-text
    https://bugs.launchpad.net/~<team>/+bugs-text

The lists should be textual versions of the +bugs view.
