The error in your logs is:

Setting up initscripts (2.88dsf-59.3ubuntu2) ...
[...]
insserv: warning: script 'K02delllctservice' missing LSB tags and overrides
insserv: warning: script 'delllctservice' missing LSB tags and overrides
insserv: warning: script 'delllctservicecontent' missing LSB tags and overrides
insserv: There is a loop at service tlp if started
[...]

This shows that you have init scripts on your system, /etc/init.d/delllctservicecontent and /etc/init.d/delllctservice, which do not originate with Ubuntu and do not contain proper LSB headers, making it impossible to transition your system to dependency-based boot.

Please attach the two files /etc/init.d/delllctservicecontent and /etc/init.d/delllctservice to this bug report, and also show the output of the command 'dpkg -S /etc/init.d/delllctservice'.
