Unpinned programs don't appear on dock when launched

Bug Description

I checked whether that was because of the setting related to that, but no. On top of that, if I launch 2 unpinned programs, the first one launched will appear in dock once the second has been launched. The second won't appear until another one is launched, etc.

I'm running Plank 0.11.1 on Gnome-shell 3.18 in Ubuntu 16.04.

I'm having the same problem on Gnome-shell 3.18.4 in Ubuntu Gnome 16.04, even after checking on settings to show unpinned icons, the first one launched doesn't appear.

I have the same problem on Ubuntu Budgie 17.04. Plank is 0.11.3.

I just found a work-around for this issue.

I'm having the same problem: when I launch an unpinned program by opening a file from Caja File Manager (e.g. double-click on a pdf file, PDF Viewer starts but icon does Not appear on plank menu, then double-click on a jpeg, and PDF icon finally appears in Plank, but jpeg viewer icon does not appear yet, then double-click on a .doc file, and the jpeg icon finally shows up, etc. always one behind...)

In the Plank Preferences, on Behavior tab, I disabled "Restrict to Workplace", and now it's working Ok. I realize this may not be a great work-around if you use workspaces and want to restrict, but I do not so it's good enough for me right now.
