python3-opengl package is unusable, needs to be upgraded

Bug Description

Python3-opengl in Ubuntu 14.04 but even Ubuntu 16.04 has two known issues:

- Dependency order issue in Python 3.5, see http://bugs.python.org/issue26245

- Compiling shaders fails: https://sourceforge<email address hidden>/

Especially the second problem makes the version unusable. Both have been fixed in the most recent version in pip, 3.1.0, so I hope the package will be upgraded.

Already version 3.1.1a1 is available, see https://pypi.python.org/pypi/PyOpenGL

Upgrading is also in favor of the upcoming release 1.9.2 of pygame.

Is there any chance that the fix can get packaged? Asking users to install the update through pip is not a very good solution to this problem.

I pushed a backport of the Yakkety package (3.1.0) to a PPA:
https://launchpad.net/~sweptlaser/+archive/ubuntu/pyopengl

(this worked for me, it's possible that a newer version is needed for other applications)

For pygame 1.9.2 indeed the version of 3.1.0 suffices. However, for next Ubuntu releases, please package version 3.1.1a1.

@pander I do not know who is in charge of this package, but since the 3.1.0 package was available for a Yakkety that made it easy for me to download the source package and request the build farm to make a version for Xenial. It looks like they're still packaging 3.1.0 for Zesty, so if this is a problem for you then you may need to poke someone.

3.10 is into both artful & bionic archive, resolving that problem.
