Fresh installation of Ubuntu 16.04 amd64 with usb roccat kone xtd
When I access unity-control-center or things like about computer or smplayer - mouse moving is jerky for a while and then return to smooth, normal work.

I had the same issue on 15.10 and now on a fresh installation of 16.04 with NVIDIA proprietary drivers last stable and also beta drivers. Maybe it's only a input issue, not graphics issue. I had graphics slow down with 2 monitor but mouse never do like this before, this start 2 o 3 week ago in 15.10 and continue in 16.04.

I have no idea where the problem is but it is annoying (especially when there is a lot of hardware power)

Any idea what causes this lags, maybe xserver-xorg-input-evdev ?

To see if this is already resolved, could you please test http://cdimage.ubuntu.com/daily-live/current/ and advise to the results?

In Ubuntu 16.10 this issue is still present. Mouse is laggy when accessing unity control center or about computer.

Probably because Xorg is in the same version 1.18.3

EdiD, to advise, xorg is used on Launchpad as a starting point for all things Xserver related (core, graphics, input, etc.).

Despite this, did this issue not occur for you personally in a Ubuntu release prior to 16.04?

I use Ubuntu since 13.04 and every version until 16.04 was without this issue.

1) Does the issue happen with all mice you have tried or just the ROCCAT® Kone XTD?
2) Could you please execute the following in a terminal and post the results:

I have just connected Logitech MX500 and there is the same behavior. Mouse is not causing this issue.
