Bug Description
Live test 15 for opt-in is failing because if the setting for opt-in is not enabled in opensrf.xml, it bails out and the remainder of the tests fail to work.
We should wrap the opt-in tests in a skip and avoid the issue of not having opt-in enabled.
Working branch from Jason Stephenson to fix the issue on the way.
