Bug Description

My Xenial upgraded system had no working System Settings -- picking the icon from the menu did basically nothing. If I type settings in the Unity launcher, I get a system settings icon with a square border. When I launch it, I get the Ubuntu Touch systems settings (ubuntu-system-settings) app!

Turns out, unity-control-center was missing. Installing it manually fixed the issue, but I still wonder how the mobile settings app got installed!

unity-control-center was marked for upgrade (see Mainlog.txt), however it looks like the upgrade did not in fact complete successfully (see Apttermlog.txt).
