Bug Description
Due to security restriction encountered with docker version 1.11 running on Ubuntu 14.04.4 LTS with kernel 4.20.0.27, swift-rsync process fails to bind to socket 873 which is default rsync socket. As a result, rsync needs to run using sockets from above 1024 range.
