Steps to reproduce
1. Install fuel-plugin-
2. Create cluster with:
hypervisor:KVM
network: Neutron with VLAN segmentation
storage backend: ceph
3.Add following nodes:
3 controllers + cinder-vmware
3 ceph-osd
10 computes
4.Enable DVS plugin.
5.Deploy cluster.
6. 2 nodes have failed on provision.
7. Remove failing nodes from cluster.
8.Reset cluster.
9.Deploy cluster.
Actual Result
Deployment has failed on controller nodes. Error from keystone log: ' Could not prefetch keystone_service provider 'openstack': Could not authenticate'.

Cluster should be deployed.
Workaround
1.Remove cluster.
2. Create new cluster and deploy it.
