openvswitch dpif_netdev too verbose

The /var/log/openvswitch/ovs-vswitchd.log gets really big with DPDK ports used.
On every add/remove it reports a log line for every active port on every PMD active CPU.

Not critical, but it can really grow hundreds of megabytes in minutes, we should likely find and lower the verbosity level.
Or do some kind of ratelimit there.

Also this can get as bad as to stall adding/removing ports when having a lot of them.

Upstream identified and fixed the issue as well.

It replaces the super-verbose log with a command.
Unfortunately this is not part of the ovs-2.5 branch - so it will not be auto-fixed by merging the next point release.

I asked upstream for applying it to the 2.5 branch.
If not accepted we might at least drop the log level of this message on the next upload.

Got accepted upstream in 2.5 branch, so it will be part of the next stable release of openvswitch

Fix released by openvswitch 2.6 and dpdk 16.07 into yakkety.
