Should remove TMPTIME from /etc/rcS

Bug Description

Now that systemd is cleaning /tmp (via /usr/lib/tmpfiles.d/tmp.conf), we should remove TMPTIME from the default /etc/rcS distribution. Leaving it in is just confusing as setting it to anything other than the default will still have no effect (since the files will now be cleaned by systemd rather than initscripts).

I also opened bug 1572351 against mountall to remove the /tmp cleanup functionality.
