Release scripts fail because juju package names are not conistent

Bug Description

generate_agents.py and lp_copy_packages.py are guessing the name of the juju binary and source packages. We need to know the rules for naming juju1 and 2 source and binary packages. This is needed to create agents for streams and to copy the client binaries to the public ppa.

The packaging rules should be in CI so that the tests that exercise the release scripts can verify we can release.

This will be encountered during every release and require manual intervention. It should be fixed.

The basic outline for completing this work;

CI will generate all the required and stanzas
We will copy the agents from parallel-testing (it's on disk)
Copy packages into local?
Munge stanzas to remove devel -- revision build, content id)
Remove agent path in stanzas
Publish
We can copy binary if we build in daily
