I have encountered a strange speedstep behaviour on my Lifebook E8310 with Ubuntu Gutsy Gibbon. I am using ondemand governor with laptop mode disabled. Directly after reboot the scaling_max_freq Frequency is set to 1800000 but after about 5 minutes it falls back to 800 which is also the scaling_min_freq. The result is that no more scaling is done. It also wont raise again.

Update: The scaling_max_freq is of course 800000 not 800. Here is the (German) output of cpufreq-info:

  mögliche Regler: userspace, conservative, powersave, ondemand, performance
  momentane Taktik: die Frequenz soll innerhalb 800 MHz und 800 MHz.
                    liegen. Der Regler "userspace" kann frei entscheiden,
                    welche Taktfrequenz innerhalb dieser Grenze verwendet wird.
