fab backup_data fails on instance backup task with "vCenter as compute"

 backup_instances task tries to find nova.conf which doesn’t exist

Fix: Skip backup_instances task if vCenter as compute

Fix to instances backup and restore with vcenter as compute

1)skip backup_restore instances for contrail_vms as they don't have nova
2)skip when orchestrator is vcenter
