"Ask me each time" for SMS does not work

Bug Description

BQ Aquaris E4.5 with OTA 10.1
Settings "Ask me each time" in "For messages, use" in "Cellular" in "Settings"

I am using 2 SIM cards and since the beginning of my usage (started with release21 this settings was working as expected -> when I wanted to send SMS and did not select SIM card by myself (so no SIM card was highlighted in the Messages app), I was asked to select one.

Since some time (OTA-9?) there is always (first one) SIM card selected despite the above mentioned settings. And, by whatever reason sometimes the SMS is send from other then selected SIM card. Because it is now happening much more often and I see that "nice" info: "You switched to XXX XX" (PS: no I did not!), it becomes really annoying (I have one SIM card in roaming mode) and people are receiving my messages from different number and therefore I decided to open this bug report.

I was prompted to change the default setting but not for which sim to use, although the UI clearly highlighted the sim so perhaps the setting no longer makes sense.

Hi Pat, thanks for fast respond.

I must admit I would like to have that settings working - as I communicate via SMS over both SIM cards. And as the Messages app does not have "contact"<->"sim" pair (that would be sooo much easier, if it remembers last selected SIM for each contact/queue) I would like to make a choice.

Also, there may be a trouble with selected (shown vs used) SIM card in Messages app, as I remember several situations within last week when app opened showing SIM1, I selected SIM2, but the message was sent from SIM1 (including "nice" warning about switching to other SIM).

Fresh experience:
 - having Messaging app running in background, no message/SMS queue selected, phone locked
 - receive SMS, see notification, click the icon in notification area next to info to read full SMS in Messaging app
 - the Messaging app gets in front and shows active sim as "SIM1" (blue underlined)
 - change to SIM2, got vibrating feedback about change, see active "SIM2" (blue underlined)
 - write response and client "arrow" to send it -> and above the already (!) sent message I see: "You switched to SIM1 @ 12:40 PM" !! :-( :-( :-(

 have the same issue with my BQ Aquaris 4.5.

- If I receive an SMS on SIM1 and want to send a response from SIM2 it's automaticaly switched back to SIM1, even if I have selected SIM2 as the default and even if I manualy select SIM2 for response in the messaging app.

- If I receive an SMS on SIM2 and send a response from SIM 2, the response is, in most cases, sent from SIM2.

it makes me little crazy, because on SIM2 I have free SMS messages and on SIM1 not.

The top of the messaging app allows to choose the sim-card. This worked previously in OTA 9 (I think also 9.1), but does not have an effect starting OTA10.

I am afraid I can't fully agree with marking this bug as duplicate to #1568750.
 - in #1568750 the problem is using wrong SIM when sending SMS - this is the same
 - but here I am asking to re-active/bugfix the "Ask me each time" option (no SIM is pre-selected) as it was prior to OTA10 (and maybe OTA 9/9.1, I am not sure)

Maybe Pat McGowan (pat-mcgowan) can describe more in detail about he being prompted to change the behavior (and probably introducing the bug/s) as there seems a lack of strategy regarding this (or at least I do not see it - I mean, at first all works fine, then someone decides to make change which contradicts the current functionality completely, not talking about the bug with wrongly selected SIM card)
