Bug Description

Fuel #203 , If set "Allocate IP address in management network for NSX metadata proxy" checkbox to true- vip address not allocated and deploy exit with error:
$$network_metadata["vips"]["nsxv_metadataproxy_ip"] is :undef, not a hash or array at /etc/fuel/plugins/nsxv-3.0/puppet/manifests/nsxv-config.pp:18 on node node-5.domain.local.

In the earlier build of fuel it work.
