Smokeping incompatible with default Apache2 install on 16.04 Xenial

Bug Description

The smokeping package installs smokeping with the wrong permissions, such that when you install smokeping using apt-get into a default Xenial install the following error is recieved in the users browser:

Forbidden

You don't have permission to access /smokeping/smokeping.cgi on this server.
Apache/2.4.18 (Ubuntu) Server at 192.168.1.2 Port 80
