Enhancing the output of "pipelight-plugin --list-enabled-all"

Bug Description

I'm using Pipelight 0.2.8.2 and for example if root enables the flash plugin and then an user enables it too if the user executes then "pipelight-plugin --list-enabled-all" the flash plugin will be listed 2 times as "flash". Maybe this can be enhanced by either not showing duplicate entries or by showing more information about the plugins for example what their origin is.

The possibility of installing plugins system wide (i.e. using root) is going to be removed in the next release. This is necessary to fix some other issues.

I don't think this is a good idea (can the other issues not be fixed?) as if provided as .deb package Pipelight should integrate as good as possible with its installing, upgrading (Pipelight and database plugins) and maintenance processes into the existing system environment like of how apt and lower system components work.
