Style: Instance Detail Console Error is not consistent

project/instances: Detail view -> Console ... ON error, it gives a strange experience with the alert box: https://i.imgur.com/5wQ6P1a.png

We can just remove that button ... its not necessary and all it does it reload the current page.

This issue was fixed in the openstack/horizon 10.0.0.0b1 development milestone.
