As the summary says steppenwolf.selfip.net is down

So I'm unable to install the eclipse plugins

Yes, It was problem of the ISP (the conection was down). It should be working now.

My conection is working quite bad lately.
This is out of my control, until I find somewhere to host the update-site. it is hosted in my home PC. Some downtime should be expected.

You could use sourceforge to host the update-site, I think.

In launchpad I can upload a "archived update site", which is a .zip
with the update site inside, and can be used from the update manager.

I'll look to the sourceforge alternative, thanks for the tip!

What is it that you need to host? Launchpad now lets you put up
individual files for download. Do you need something similar to an
apt repository?

  I dont' know how an apt repository is, but a Eclipse update-site is
a folder with the following structure:

  site.xml
  plugins/
               a_plugin.jar
               another_plugin.jar
  features/
               a_feature.jar

  I already used the launchpad "download files" for source tarball,
but I don't known if it allow to create folders.

It doesn't allow it at present. I'll raise this with the Launchpad
team (bug 158741).

By the way it's really cool to see all the enhancements and bug
closures on Bazaar Eclipse.
