Bug Description

Reported by Irene from WUW:

if you want to link to an anchor in another document and type in that link
manually, eg

/wuw/institute/sozialpolitik/team/leitung/schneider#test
and save the document the links becomes this one:
/wuw/institute/sozialpolitik/team/leitung/schneider%23test

Tested both under Silva-1.5 and Silva-2.0

I can confirm this in 1.6 too. Can't believe it's been there since 1.5. It
*does* work with only an anchor, such as #test, which is how I usually use it.

fixes checked in in trunk, 2.0 and 1.6 branches. Also, tests added to check for this.
