Supplied Apache config example doesn't explicitly allow access to read files in the upload location

The Apache example config in `etc/apache/apache.conf` doesn't explicitly grant permissions to read files in the upload dir. Depending on the surrounding Apache config, clients may be disallowed access to uploaded images (such as images attached to rooms in NAV).
