fuel provisioning download doesn't work if nothing was changed in the env

Bug Description
Fuel 8.0.
Steps to reproduce:
1. Add nodes to the env, but do not deploy it.
2. Actual results:
[root@fuel ~]# fuel --env 2 provisioning --download
There is no provisioning info for this environment!
But after downloading default provisioning:
[root@fuel ~]# fuel --env 2 provisioning --default
Default provisioning info was downloaded to /root/provision
changing, and uploading it
[root@fuel ~]# fuel --env 2 provisioning --upload
provisioning facts were uploaded.
'--download' starts to work:
[root@fuel ~]# fuel --env 2 provisioning --download
Current provisioning info was downloaded to /root/provision
This behaviour is confusing. '--download' should always work.
Expected results:
fuel --env 2 provisioning --download
should download provisioning information, even though it was not changed manually.
