Menu frequently appears behind other windows

Bug Description
I expect: menu to always appear on top of other windows.
What happens: About ~50% of the time the menu appears behind other open windows, seemingly at random.
I think this started happening after updating to mate-menu 5.7.0-1. If I change the value of the type_hint property back to to menu in mate-menu.glade and then run mate-panel --replace, the issue goes away. Changing value back to "toolbar" and restarting again, the issue reproduces.
If you can reproduce I suggest reverting recent change as this is a worse bug than the menu occasionally appearing detached from toolbar.

Using the 'dock' window hint appears to fix the issue. I'll prepare a new release.
