horizon UI is broken after deployment with packages from UCA

Steps to reproduce:
1 - Create cluster with Ubuntu+UCA release, ceph for all
2 - Add 3 controllers and 3 compute+ceph nodes
3 - Deploy cluster
4 - Log in into horizon (login screen is broken too)

Expected result:
UI with red pics

#2 is not related. It was a mistake.

The issue is related to errors when compressing static files.

    Disable horizon collectstatic for UCA packages

    There are hooks in openstack-dashboard form Ubuntu Cloud Archive
    which take care of collecstatic. It is not needed for UCA deployment.
