Bug Description

For now we have several places where post checks is used - https://github.com/openstack/fuel-qa/blob/master/fuelweb_test/tests/tests_strength/test_neutron_base.py#L171

at the same time, library team plans to remove them:
https://review.openstack.org/#/c/300591/

So we need replace it usage with our own checks

    Remove usage of post checks from fuel-library

    Library guys plan to remove post checks,
    so we need to remove it usage to according
    it became depricated and not up to date a long time ago
