"Window overview" hot corner works inconsistently

Bug Description

I have "Window Overview" set for the bottom-right corner of my display under Desktop Settings.

When I mouse over the bottom-right corner of the screen, about half the time it works as expected—windows scale and tile to show all open windows, allowing me to select my window of interest. The other half of the time, the shadows on all open windows becomes darker for a fraction of a second, and then snap back to normal, without going to the "Window Overview" mode.

Sometimes it works the first time. Sometimes I have to mouse over the corner 2-3 times to make it work. It works intermittently, about half the time.

I am running elementary OS 0.4 and have experience this quite frequently.
