Bug Description

As part of the fix for bug 1554175, SVCMON no longer sets auto-policy to
True when creating a SI for SNAT.

This is a tracking bug for SVCMON to clear auto-policy for existing SNAT
SIs when starting up. Doing so will cause ST to tear down automatically
created service chain and just use a static route as described in the fix
for bug 1554175.

Clear auto-policy for SNAT service instances for upgrade to 3.0.2
release and beyond. The new model uses static routes instead of
relying on this flag.
