Cover custom deployment graphs with system tests

To cover custom graph deployment we should write system tests which will be run on swarm jobs.

Scenarios to cover are:
C842964 Verify that custom graphs do not leak to default graph
C842965 Verify that default graph does not spoil custom graphs
C842966 Verify that custom graph deployment presents valid deployment
C842967 Verify custom graph merging from release and cluster tasks
C842968 Verify that default graph is generated from default pieces
C842969 Verify that handlers return correct information about deployment graphs
C842970 Check metainformation on graphs at GET '/graphs/'
C842971 Check /clusters/<cluster_id>/serialized_tasks/ and /clusters/<cluster_id>/deploy_tasks/graph.gv for custom graphs
