Bug Description
Environment:
- upstream
Steps:
- Login as admin
- Go to "Identity" -> "Users"
- Click dropdown actions menu for admin
Expected result:
- Only "Change Password" is present
Actual result:
- There is item "Disable user" but it's disabled. And any case it's not possible to disable admin. It's better to remove such item in order not to confuse an user.

This is a very minor issue. An action that a user cannot do is disabled; I don't think that is very confusing to a user. However, there does seem to be some inconsistency with actions being shown or disabled.
