Bug Description
After fresh install from CD and reboot, MAAS Regiond RPC endpoint is not available.
I installed MAAS from CD and after reboot, MAAS was not fully available:
1. regiond / rackd were running
2. i was able to connect to the webui and login
3. the rack controller would fail to register
4. after I restarted maas-regiond, things started working, maas_id and 'secret' got created under /var/lib/maas/

Here are the logs of the system after install. Again I can login into the WebUI correctly, no rack controlelr is connected, but after I restart maas-regiond eveyrthing works just fine.
