Bug Description
Due to RPC timeout during attach call from cinder-api to
cinder-volume, the volume may become "in-use" even though
Nova fails the attach operation. So when heat tries to delete
the stack, the subsequent detach will fail since there is no
volume-attachment data in nova. The volume can't be deleted
since it is "in-use".
In this case, to delete the stack, we will have to modify the db first.
we need to cleanup such in-use volumes with no associated instance
