Bug Description

Build Version/Date: MAAS 2.0.0~alpha4+bzr4843-0ubuntu1
Environment used for testing: Xenial

Summary:
Networks often have IPs reserved for infrastructure such as proxy servers. The MAAS API has a concept of "reserved IPs" which will not be used for enlistment, commissioning or deployment, however, this function is not exposed in the UI.

Expected result:
The UI should allow the user to designate banned IP ranges and not just individual devices

Actual result:
User can only reserve IPs using the Device method
