Deploy failed if KVM was selected as hypervisor.

Seems that problem is not related to the plugin. Plugin settings exist in /etc/astute.yaml,
but 'neutron_config' hash is absent. That's why deployment failed.

According to fuel_build_number this is build #135:

That is because bug was observed on #135 and on #138 was check if it has gone.

Does not reproduces on Fuel 9.0 #164. Marking as Invalid.
