[Horizon] Form with selecting networks is a wry

ENVIRONMENT: MOS 9.0 ISO 135

STEPS TO REPRODUCE:
1. Create env(configuration irrelevant)
2. Deploy env
4. Login to Horizon
5. Click "Launch instance"
6. Navigate to "Networks" tab

EXPECTED RESULT:
Form not wry

ACTUAL RESULT:

Adding 9.0 milestone back due to the wait-for-stable tag -> fix will arrive as a part of sync with stable/mitaka code.
